But why not?
Frigga holds the spindle and the woolen thread, aspect of the Norns, she is the spinner of life, and she welcomes her children when life has expired; therefore the wintery scene. There should be no dualism in this; the whole thing of good god vs bad god, life vs death, reward vs punishment in afterlife being later concepts more common to monotheistic points of view.
There is a German fairytale, "Frau Holle" by the Brothers Grimm, which draws on ancient Pagan belief, which is interpreted that way by author Wolf-Dieter Storl, but I don't know if it exists in English.
